State Route 54

In 2011, the City of Morrow contracted with Georgia Development Partners to retrofit a pedestrian underpass beneath the active 4 lane highway, State Route 54. Georgia Development Partners implemented phased lane shifts and permanent traffic control structures in order to demolish the existing roadway, install eight arched culverts, and rebuild new roadway above the underpass. In addition to full depth paving replacement as well as milling and overlay for all four lanes of State Route 54, the job required extensive utility work which included adding new storm drains and a water line, relocating an existing sewer line, and exposing and protecting AT&T's main fiber optic duct bank that ran perpendicular to the earth cuts. High voltage overhead power lines further restricted the limits of work and demanded the implementation and adherence to stringent safety protocols. The project was successfully completed without any accident with traffic or personnel.
